North West EPC Research: East Lancashire and Greater Manchester Findings
Pendle, Hyndburn, Burnley and Rossendale recur in the North West analysis, while Salford and Manchester show a separate heating-efficiency concentration.
North West headline
49.22% of North West records are current D-or-below, 62.92% show potential A/B, and 586,349 records meet both conditions.
East Lancashire wall-efficiency cluster
Pendle, Hyndburn, Burnley and Rossendale form a repeated EPC-evidence cluster. Poor/Very Poor wall shares are 61.12%, 57.04%, 52.79% and 51.35% respectively, while D-or-below + potential A/B shares are 35.79%, 35.59%, 34.39% and 34.54%.
A different Greater Manchester pattern
Salford and Manchester stand out on Poor/Very Poor heating-efficiency evidence: 26.46% and 20.27%, compared with 8.86% across North West. The Data Book explicitly calls for adjustment by property type, fuel, community heating, construction era and certificate year before causal interpretation.
Certificate age and loft depth
North West has the highest regional share of certificates more than ten years old at 25.45%. Among 1,119,528 House/Bungalow records with known numerical loft depth, 278,235 are at or below 100 mm and 205,611 of those are also D-or-below.
Solar-PV completeness caution
Solar-PV status is known on only 73.13% of North West records. The remaining 602,268 values stay Unknown and must not be converted to No.
